Okay, so there are really several types of artillery:Ģ03mm - these are your snipers. They just have shorter maximum range than heavier artillery. If howitzer range is not a requirement, then a stack of 4x mortars is much, much cheaper and is highly, highly cost-effective against most artillery targets.

Strictly for cost-efficiency, get 2-4 advanced howitzers and aim corrected at targets like anti-air and command vehicles that you can see for maximum kills. But on the other, a large battery of these guns is actually more expensive than a couple nice guns, and is almost certain to kill less over its lifetime. On the one hand, these cheap howitzers are so inaccurate you just aim them at an occupied area and cross your fingers. Probably avoid doing this unless you really know what you're doing. If you know for a fact you are not going to need to snipe high value targets then you can instead get a significant number of very inexpensive artillery units to saturate an area. These should be used to snipe targets you can see, but can also be fired blind at a town you believe is occupied. Most of the time the most cost-effective option is to take a stack of advanced fire control system 155mm howiters, such as Caesars or MSTA-S's or what have you.
